    GavelLaying legislation on the table is an abusive motion if the previous question fails.
  • Returning from Recess

    GavelAfter a recess, there is no motion to reconvene; the PO resumes the meeting with business in order.
  • Beginning Debate

    GavelThere is no motion to open the floor for debate; the PO calls the session to order.
  • Avoid Leading Questions

    GavelKeep questions brief and to the point (don't ask leading questions, i.e., "prefacing").
  • Multiple-Part Questions

    GavelTwo-part questions are not allowed (a student would have to move to suspend the rules to allow -- which takes more time!!).
