CongressionalDebate.org was founded in 2005 by Adam J. Jacobi, who at the time, was director of forensics at Rufus King International Baccalaureate High School in Milwaukee, Wisconsin. Today, he is executive director of the Wisconsin Interscholastic Speech & Dramatic Arts Association, directs Congressional Debate programming for the Harvard Debate Council, including their Summer Workshop, and their high school tournament in February, and serves as a member of the board of directors of the National Speech & Debate Association.
The site's aim is to provide free access to educational and contest materials for Congressional Debate, as well as to promote consistent application of best practices at interscholastic tournaments.
